In a medium bowl, combine chicken, Shaoxing wine, cornstarch, and soy sauce. Cover; place into the refrigerator.

Stir in chicken, soy sauce, vinegar, and sugar until well combined. Stir in peanuts.

Heat the remaining canola oil. Add bell peppers and onion. Cook until tender. Stir in chiles, garlic, ginger, and peppercorns.
